  1. Barbie Smalley explained that a General Bond Election will occur on September 12, 2017. This will be a vote for residents to decide to fund major infrastructure improvements such as road improvements, bike lines, walkability, parks, etc. If the election passes Oklahoma City will look at the neighborhood surveys to help decide priorities. She passed out and walked us through filling out the survey. For those absent, the survey can be found at www.okc.gov/go 
  2. Justin Cliburn gave an update that the sign toppers have been installed at peripheral intersections and asked the membership to think about whether or not they would like to fund installing sign toppers on the interior sections of Crestwood. This would cost approximately $600 to complete.
  3. There is a new dog waste station at the 2500 block; however, Nancy Kitchen informed the membership that the key does not seem to work well and this needs to be investigated. She gave Justin a key to check it out. The last one that needs to be installed is the 2700 Block and will cost $228.
  4. Micah LeGall and Nancy Kitchen gave an update on their findings for getting the median on 19th street sprayed with pre-emergent. They found a very cheap price. Justin made a motion to approve the expenditure to spray the median and Nancy seconded. The motion passed unanimously.
  5. Justin Cliburn made a motion to approve the expenditure for the dog waste station on 2700 block. Greg Ennis seconded the motion. All present voted to approve except for Micah LeGall.
  6. Greg Ennis gave an update on OSU soil testing. Because it now costs money and takes five months of testing and subsequent fertilization, he recommended we not move forward with this unless we were dedicated to fertilizing the median. Discussion was held on the downsides of fertilizing the median.
  7. Justin Cliburn informed the membership that OU’s Big Event (community engagement day) will send students to help clean up the neighborhood. They can work on the median, help to move big trash out to the front of people’s yards, pull weeds, clean up litter, etc. This will take place on April 1, 2017. He asked for other ideas and the general consensus was that pulling weeds on the median would be very helpful.
  8. John Encomienda made a suggestion that there is a venue in the Plaza District that gives discounted rates to community groups. We could possibly hold a neighborhood party there. It would be $50 per hour. Others expressed concerns about lack of foot traffic holding the event a mile away. The general consensus was that a neighborhood event was a good idea, but that the venue should be on the median. 
  9. Francoise Bigot asked about ads on the neighborhood website. Justin will look into whether there are advertisers on the website, and whether or not we should try to monetize ad space.
  10. The newsletter needs to go out soon, preferably by Mid-March. John will take charge of it; Lori will help by writing an article. Greg volunteered Alicia to edit it.
  11. Lori Longo questioned if there has been an uptick in violence/crime lately. The group seemed to agree. Chris Turner gave the suggestion that we follow other neighborhoods' example. Some neighborhoods partner with close-by neighborhoods and pitch in to hire an off-duty police officer to patrol their neighborhoods. John will look into the costs and feasibility of this.

Updates From Last Meeting
  • We need to ask Jenny to see if there’re any updates on when we will plant the bulbs.
  • Alicia said she will remind Greg to contact OSU for a free soil test for the median.
  • New doggie waste station, city installed it.

Discussed Replacing Other Doggie Waste Stations
  • Decided the next priority would be the 2500 block one as it is worse off than the 2700 block.
  • The city model is $299 however we can get an almost identical one for $209 and $73 for 2000 bags.
  • Justin made a motion to purchase the new doggie waste station and Chris seconded. All voted in favor.
  • ​UPDATE: Waste station has arrived; waiting on the City to install it.

Decals
  • Justin explained that he had an idea for decals for the back of signs to explain that this was purchased by Crestwood Neighborhood Association and how to pay dues. Justin will look into it for pricing etc.
  • Franciose had the idea of including costs in the newsletter so everyone can see where we are spending the money.

Sign Toppers
  • Justin asked the city again, we are still in queue.

Tree Bank
  • Justin signed up for the tree bank e-mail so he will know when the grant opens up. Deanne mentioned that you do not have to be an association to apply. Individuals can apply too.

Mugs/Totes for New Members
  • Deanne asked whether we wanted to stop giving mugs as we are almost out and instead give tote bags to new members. Tote bags and mugs are around $1 each.
  • A motion was made by Deanne to purchase either mugs or tote bags to replenish supplies. Chris seconded. It passed unanimously.

Micah contacted Don’s Lawns for Median Fertilization

  • They will get back to him, he will offer free advertising in our newsletter/Crestwood online presence for discounts and compare to others. ​
  • The February Meeting will be Tuesday the 21st at 7:00 p.m, the city wants to do a Bond Election Info Session.

1.Donna Stiles donated bulbs to be planted on the median. Jenny is holding them until a warm day that we can plant them. Thanks Donna! 

2.Sign toppers: Lincoln Terrace is still the only neighborhood queued before us. They will not have their sign toppers installed until after January 1st. 

3.John gave an update on the finances. 
a.Three membership dues were paid for a total of $90. 
b.Checking: $1656.44
c.Savings: $1882.56

4.Carter asked for an update regarding fertilizing the median. 

a.Action Point: Nancy will contact Micah regarding his findings regarding the cost
b.Action Point: Greg will contact OSU. They test soil for free and give advice on the best care options for the soil type. 

5.Francoise asked about planting trees on the median. Many agreed that there needs to be more tree coverage. There is a tree bank which we can apply to get trees to plant for free. Jenny recommended water oaks as they grow quickly and are resilient. 
a.Action Point: Justin will e-mail his contact with the city to inquire. 
b.Motion: Someone mentioned that the city will cut trees down for free and grind the stumps. We are interested in having two of the dead/dying trees on the median cut down. A motion was proposed by Justin to look into it and seconded by Deanne. Everyone present voted to pass the motion. 
c. A gazebo was mentioned as a possible financial/fundraising goal for the median. 

6.We discussed the doggy bags and receptacles
a.Action Point: Justin will follow up with the doggy bag receptacles. 
b.Considering financial goal of another two doggy bag receptacles. 
c.Nancy mentioned at the next meeting we should find someone to change the bag periodically because Aaron and Jason were doing it and they have moved.

Median Weeds and Pesticides
Jenny brought up concerns regarding the median’s weeds and using pesticides.
Alicia and Aaron said they used pesticides in the past and it helped and Micah suggested to do it in the winter because there would be less foot traffic. It can cost up to $750 but Micah said he knows someone that has done it for less.
Action Point: Micah will call around (Kiss My Grass is too expensive, will try Don’s Lawns).
Concerns were mentioned regarding how to advertize that there are pesticides on the grass-possibly use signs on the median and/or in the neighborhood newsletter.
Micah brought up the concern about using fertilizer in the summer as it will burn up the grass and be a hindrance to dogs. He suggested instead to do it in January or February because of less foot traffic.
Alicia mentioned we could put it on the website. In total the costs look like they will be around $400-500.
Deanne reminded the group that if we are not doing this until winter we have time to shop around for a deal.

Median Trees
There are five trees at the west end of the 2500 block that Doris Carder was concerned about.
Jenny suggested that we straighten and/or fertilize them. Micah mentioned we might think about digging them up and planting them straight.
    Action Point: Jenny said she would talk to Don regarding the trees.
All agreed we cannot cut them down and that crepe myrtle trees generally grow in groups.

Neighborhood Grant
Deanne reminded all she submitted a grant (Create Great Neighborhoods)- we can use this for a number of purposes if we receive it.
    Timeline: Should hear back in a month.

Neighbor’s Night Out (NNO)
Those present appreciated John for his event planning with NNO.
Jenny asked about the money vis-a-vis NNO and John gave an update:
    Financials: 15-20 people paid dues, an anonymous donation of $400 was given (not
earmarked for anything). Justin asked where we are financially:
    Checking Account: $1,378.69
    Savings Account: $1,882.56
Micah suggested a spring membership due drive as we gained financially during this NNO and it only cost us $179.

Neighborhood Goals
John suggested that we make goals for the year as a board (e.g. an amount to raise for Median Maintenance or NNO etc.)
Deanne suggested internal sign toppers as a goal.
Jenny asked about doing a plant sale.

Halloween
Justin asked what, if anything, we would like to do for Halloween.
Suggestion: John suggested a “Trunk or Treat” on 19th St. i.e. a median Halloween.
Justin said they could bring a projector and possibly play Hocus Pocus.
OKC official Trick or Treat will be held on a Monday, all present seemed to agree that it would be a good idea to invite neighbors to bring candy to the 19th St. median and we can pass it out together, set up a few tables, etc.
    Action Point: John will publish a Nextdoor thread advertising it. The Crestwood Neighborhood Association will bring tables and invite people to bring candy and decorations. Jenny mentioned she can bring portable speakers or that someone should.

Neighborhood Association Goals
John brought up the idea of goals such as the median, NNO, interior sign toppers (Deanne), Benches from Oklahoma Correctional Industries (OCI), and Gazebos (Jason & Aaron). Also mentioned were doggy bag holders & trash can maintenance.
    Action Point: Justin will contact the city re: dog waste receptacles and see how much they are. Jenny suggested getting metal ones like Cleveland and that we can check on Amazon for prices. Carter mentioned fundraising for them. Deanne mentioned buying one from OKC and finding the make and model and buying it at cost.

Ask the City to Spray?
Deanne asked if we should ask the city if we are allowed to spray but all agreed we were in our rights to spray the median.

Monetizing the Newsletter
John announced that he would like to look into monetizing the newsletter by selling ad space to lawn companies, contractors, etc. Justin said that during the winter we should think about making the newsletter digital so that people do not need to go out in the elements.  

Voting on Flowers
A vote was taken that pansies would be planted and if the cost of tulip bulbs were reasonable they would be planted before the pansies so that they would come up in the spring in the median.
    Action Point: Jenny will shop around (Micah mentioned Lowe’s 10% price matching)

Opening: Justin began the meeting promptly at 6:30 PM. In the Secretary’s absence, Nancy took the meeting minutes.
 
New Business:

  • Term limits – this issue was brought up at the August meeting. Justin suggested 3 year or 5 year limits for officers. Francoise stated that she thought a 5 year term was more like a dictatorship. A motion was made to vote on a 3 year term limit for board officers by show of hands and a majority of those present approved the motion.
  • Median Director – this issue was also brought up at the August meeting. Justin stated that any changes to the median, other than the concrete enclosed areas of landscaping, had to be approved by the City of Oklahoma City, Parks and Recreation Department. After a short discussion where most voiced the opinion that it was not a needed new position, a vote was taken by show of hands and the majority voted it down.
  • Election of Board Members: Justin advised that he would hand out ballots and all members could vote on between 5 and 15 board members per Bylaws. He asked if anyone else wanted to be added to the ballot and Jenney Downey asked and was added to the ballots. He also explained that you must be on the Board to run for office and to remain a Board Member in good standing, one must have attended one of the previous three board meetings. Nancy advised that you must be an association member with dues paid within the past 12 months to vote. All ballots were handed out to present members, votes were recorded by Dana Orwig while the meeting continued.
  • Sign Toppers: Justin advised that the street signs were ordered and should be delivered in the next week. He will then deliver to the city for installation.
  • CNA website – was provided www.crestwoodokc.com.
  • NNO (Neighborhood Night Out) - John provided an update stating that he had a Newsletter/flyer that would be handed out on Sunday at 3:30 PM. He asked for any volunteers to meet at that time on the median. He also stated that we had to obtain 100% approval from all neighbors that lived within the 19th street area where street access would be blocked off to thru traffic. He also explained that individuals who live within the blocked off (6:00-9:30PM) streets would have access around the barriers to get to their homes during the block party. Aaron indicated that we could utilize the online county accessor’s office to determine which homes were rentals.
  • Emails to membership - Carter proposed a motion to control the flow of excessive emails going to the full membership by sending to board officers first for review. After a brief discussion among members a vote was taken to require that all emails to full membership or emails to members other than board members be sent to officers so that they can review and then send on to full membership or board members via MailChimp or in an email format where recipients are included in the bcc (blind carbon copy) line. A show of hands reflected a majority passing/approving the motion.
  • CNA “Meeting Tonight” Signs - Francoise asked what had happened to the signs that were previously placed at each end of the 19th street median prior to meetings. Nancy explained that the CNA signs that included meeting tonight and Home Tour, had all at one time been kept in her garage as well as other member’s garages and had ended up in Don’s garage as he had graciously maintained all of CNA belongings for many years that included folding tables. A couple of years ago Don had a need to free up space in his garage and asked if any board members would agree to house all of these items. Aaron moved the tables to his garage and the signs that were quite old and rusted were discarded. Several expressed a desire to get new signs. Donna indicated she would contact the new business owner on May Avenue who does metal works to see if they may be interested in making some signs for us and possibly allowing them to advertise on the sign to cover the costs for same.
  • Landscaping Plan - Jenney asked if anyone would oppose her preparing a landscaping plan for the median. A brief discussion ensued where Justin advised that even though changes to the median must be approved by the city, CNA controls the median flower beds within the concrete areas. He also stated that even spraying the median grass for weeds is prohibited and could potentially negatively affect dogs that walk on treated areas. The median is for everyone and changes and plantings in flower beds should be presented to the membership. It was agreed that Jenney would work on a landscaping plan and present at a later meeting.

  • Election of Officers - Justin advised that he had been contacted by several individuals that were interested in officer positions and asked if anyone else wanted to be nominated. Justin indicated that he would like to serve a full term as President. A show of hand vote was taken with a majority of the membership voted him in for a new term. He next stated that Micah wanted to serve as Vice President for another term and with a show of hands a majority of the membership voted him in for a new term. He next stated that John wanted to assume the Treasurer position and with a show of hands a majority of the membership voted him into this post. He next stated that Russell had expressed an interest in becoming Secretary and with a show of hands a majority of the membership voted him into this post. Justin presented the new officers to the membership:

August 9, 2016

This meeting was held at the Crestwood Vineyard at 6:30 p.m. to discuss concerns, improvements, upcoming events, and future projects.
 
Sign Toppers
  • Enough money has been raised (approximately $590.00) to put the sign toppers on the peripheral entrances to the neighborhood.
    • The membership voted to order and pay for the first round of sign toppers
    • CNA President Justin Cliburn has paid for the application fee and installation costs to the City and ordered the signs from OCI
      • The signs will arrive in two to three weeks
  • Future donations can go towards toppers on the intersections within the neighborhood.
 
Marketing
  • John Encomienda suggested we knock on doors to invite people to come to our meetings in the future.
    • John has created a Crestwood Instagram account (@crestwoodokc) that he is using to market the neighborhood
 
Sustainability Grant from OG&E
  • Deanne explained about a grant from OG&E (1 of 3) for the neighborhood which has the best sustainability project this summer.
  • OG&E is giving 3 grants this summer to the neighborhood in Oklahoma City that has the best sustainability project.
  • It can be a fund raiser for improvements that better our environment, energy efficient improvements to our homes (collectively) or Median, recycling projects, or whatever we can think of to work on as a neighborhood to conserve energy
  • Deanne Cliburn passed out questionnaires (detailing what members may have done to help qualify for the grant) to meeting attendees to complete and return to her.
  • We have until Oct. 7 to qualify for the grant.
  • Donna Stiles had previously told the membership about OG&E coming out to her house to do an energy analysis and how beneficial it was and would be to others [President's note: You can request a free home energy audit here.]
 
 Crestwood Yard of the Month
  • Donna Stiles (who lives on NW 20th St.) was congratulated on receiving Yard of the Month for August.
 
19th Street Median—General
  • Justin Cliburn has been working on getting the spigot fixed so a hose can be attached to it to water the median.
  • Justin Cliburn has contacted Parks and Recreation to see about replacing the broken doggie trash receptacle and to purchase 2,000 doggie bags for $75.00.

19th Street Median--Bird Sanctuary
  • Don Burnett and Doris Carder put (attached) a bird bath that Don Burnett and his family donated on the Median concrete area by the flag pole where there is a wood bench.
  • Seddie Barber donated recycled lumber for bird houses and feeders on the Median to create a bird sanctuary.
  • Doris is almost finished with a bird feeder/house that will be attached to one of the dead pine trees by the flag pole.
  • Other feeders and bird houses may be built and put on the Median when completed.

19th Street Median—Landscaping Controversy
  • Doris Carder cut down a seven-year-old ash tree on the east end of the 2700 block of the 19th Street median and replaced it with a crepe myrtle donated by Lowes. This caused controversy.
    • CNA member Francoise Bigot appeared at the meeting to ask why the tree was cut down, as she had planted it seven years prior
    • Doris maintained that it was not a tree, but a "bush-like tree" or "weed tree" while Francoise said that it was an ash tree.
      • CNA President Justin Cliburn said that the CNA will stipulate that it was a tree.
    • Doris maintained the tree was dying and that the CNA had decided to cut it down
      • At the meeting, the CNA made it clear it had never discussed cutting down the tree at a general meeting, nor had the CNA voted to cut down the tree
    • The shouting back and forth prevented a more nuanced discussion of the issue, but a rule was put in place to prevent it from happening again:
      • Before any permanent structure is placed upon or removed from the 19th Street median, there will be a membership vote
  • Doris explained she will build another fence to go around the newly-planted crepe myrtle so mowers won’t disturb its growth.
  • After the meeting, CNA President Justin Cliburn met with both Doris Carder and Francoise Bigot, separately, to discuss the concerns they raised at the meeting. Justin also sent the members present at the meeting an email apologizing for how the meeting devolved into shouting. 
Neighborhood Night Out, Tuesday, October 4, 2016
  • This is a city-wide event where we meet our neighbors and usually have speakers come in to discuss safety (fire and personal).
  • We can invite the local police and fire department to speak.
  • We have had our councilwoman Meg Salyer and Senator David Holt and Representative Jason Dunnington also speak and/or attend in the past.
  • We would like to set up games for younger people who attend.
  • John Encomienda is leading the charge on our NNO Committee
  • Elections will be held at the October NNO meeting, so be thinking of that if you plan on running for a position.
 
The meeting adjourned early at approximately 7:35 p.m. in order to end the shouting between members.
  • As a result, John Encomienda did not get to present a giveaway he organized on his own
    • CNA President Justin Cliburn assured John that he may do the giveaway at the September meeting

This meeting was held at the Crestwood Neighborhood Median at 6:30 p.m. to discuss upcoming events and future projects.
 
Sign Toppers
- The membership agreed to start on the sign toppers for the peripheral entryways into the neighborhood for a cost between $500 and $600.
- Justin and Deanne will start working on it.
- Donna Stiles, Micah Legall, and Aaron Barton each for the sign toppers.
- Any other donations may be given to the Neighborhood Alliance of Central Oklahoma for the Crestwood Neighborhood Association Sign Toppers.
 
Crestwood Chronicle/Newsletter
- We’ll probably need to get another one out in September.
 
Crestwood Neighborhood Mugs
- Deanne is still delivering them to new neighbors as a welcome to our neighborhood and gave some out to new attendees, Amy Krokstrom and Wendy Gabrielson.
 
Sustainability Grant from OG&E
- Justin explained about a grant from OG&E (1 of 3) for the neighborhood who has the best sustainability project this summer.
  • OG&E is giving 3 grants this summer to the neighborhood in Oklahoma City that has the best sustainability project.
    • It can be a fund raiser for improvements that better our environment; it can be energy efficient improvements to our homes (collectively) or Median; recycling projects; whatever we can think of to work on as a neighborhood to conserve energy, preserve the ecosystem we have, and save…
Any and all suggestions are welcome; we don’t have much time and we need to get started right away!
- Donna Stiles told the membership about OG&E coming out to her house to do an energy analysis and how beneficial it was and would be to others.
  • It is something the Association could do for the OG&E Grant.
  • There were no further votes on whether to do this or not.
 
Animal Waste Receptacles for the Median
- Justin explained the city Parks and Recreation will provide and install pet waste receptacles on the median and provide the bags for them so long as our association agrees to keep up the median.
- Everyone in attendance agreed it was a good idea.
Justin is contacting the state Parks and Recreation to see what we need to do.
- We need at least one new receptacle.
- We were spending about $200.00 per year on bags so it will be a great savings if the Parks and Recreation will supply them in the future.
 
Crestwood Yard-of-the-Month

Bird Sanctuary
- Doris requested to make the area around the two dead tall pine trees a bird sanctuary by attaching bird feeders and houses to the trees and putting a bird bath in between the trees.
  • This might be something for the OG&E Sustainability Project.
- Membership agreed it was a good idea but only for those who wanted to do it.

This meeting was held at the Crestwood Neighborhood Median at 6:30 p.m. to collect membership dues and discuss upcoming events and future projects.
 
Financial Report:  Nancy
-          Amount on deposit at MidFirst Bank:  approximately $1003.65, after membership dues collected
o   $275 collected in membership dues
o   Nancy Kitchen donated $100 & Justin & Deanne Cliburn donated $100 toward the sign toppers for Crestwood Neighborhood
o   Expected cost is approximately $700 for all of the peripheral street signs around Crestwood Neighborhood
Monthly Expenses: 
            OG&E:  $30.00
*We are allotted $1,000.00 per year from the City for water usage on the Median.  We have to apply for that $1000.00 grant every year.
 
Gardening On The Median
- Justin and Deanne purchased solar lights for the Crestwood signs at each entrance of the Median.
- Doris Carder planted Salvia, Coreopsis, Canas, Creeping Christians, and purple petunias on the Median around the flag pole and at each entrance sign on 19th St. for Memorial Day.
- Don and Doris planted a Crepe Myrtle donated by Lowes on the 19th St. Median west of the flag pole.
o   Pictures were taken of everyone by the Crepe Myrtle to post on Facebook on the Crestwood page and Lowes’ page to thank them.
- Don and Doris trimmed branches off the trees by the flag pole.
- Don and Doris transplanted overgrown flowers throughout the Median to other parts of the Median.
 
Sign Toppers
- The membership voted for the sign toppers that match the Crestwood signs already in the neighborhood.
- Each sign topper should cost approximately $21 with an additional $10 installation fee per sign.
- The estimated cost for sign toppers for the peripheral signs around the neighborhood is approximately $700.00.
- The membership agreed to try to purchase the peripheral signs for now.
 
Crestwood Chronicle/Newsletter  
-          Deanne, Alicia, Nancy, & Doris helped with the newsletter, but Deanne was the one who primarily worked on it to completion.
-          It was printed and delivered on time before the meeting.
 
Crestwood Neighborhood Mugs
-          Deanne is still delivering them to new neighbors as a welcome to our neighborhood.
 
Sustainability Grant from OG&E
-          Justin explained about a grant from OG&E (1 of 3) for the neighborhood who has the best sustainability project this summer.
o   OG&E is giving 3 grants this summer to the neighborhood in Oklahoma City that has the best sustainability project.
§  It can be a fund raiser for improvements that better our environment; it can be energy efficient improvements to our homes (collectively) or Median; recycling projects; whatever we can think of to work on as a neighborhood to conserve energy, preserve the ecosystem we have, and save…
§  Any and all suggestions are welcome; we don’t have much time and we need to get started right away!
-          Donna Stiles told the membership about OG&E coming out to her house to do an energy analysis and how beneficial it was and would be to others.
o   It is something the Association could do for the OG&E Grant.
o   There were no further votes on whether to do this or not.
 
Animal Waste Receptacles for the Median
-          Justin explained the state Parks and Recreation will provide and install pet waste receptacles on the median and provide the bags for them so long as our association agrees to keep up the median.
-          Everyone in attendance agreed it was a good idea.
-          Justin is contacting the state Parks and Recreation to see what we need to do.
-          We need at least one new receptacle.
-          We were spending about $200.00 per year on bags so it will be a great savings if the Parks and Recreation will supply them in the future.
 
Crestwood Yard-of-the-Month
