1.Donna Stiles donated bulbs to be planted on the median. Jenny is holding them until a warm day that we can plant them. Thanks Donna! 

2.Sign toppers: Lincoln Terrace is still the only neighborhood queued before us. They will not have their sign toppers installed until after January 1st. 

3.John gave an update on the finances. 
a.Three membership dues were paid for a total of $90. 
b.Checking: $1656.44
c.Savings: $1882.56

4.Carter asked for an update regarding fertilizing the median. 

a.Action Point: Nancy will contact Micah regarding his findings regarding the cost
b.Action Point: Greg will contact OSU. They test soil for free and give advice on the best care options for the soil type. 

5.Francoise asked about planting trees on the median. Many agreed that there needs to be more tree coverage. There is a tree bank which we can apply to get trees to plant for free. Jenny recommended water oaks as they grow quickly and are resilient. 
a.Action Point: Justin will e-mail his contact with the city to inquire. 
b.Motion: Someone mentioned that the city will cut trees down for free and grind the stumps. We are interested in having two of the dead/dying trees on the median cut down. A motion was proposed by Justin to look into it and seconded by Deanne. Everyone present voted to pass the motion. 
c. A gazebo was mentioned as a possible financial/fundraising goal for the median. 

6.We discussed the doggy bags and receptacles
a.Action Point: Justin will follow up with the doggy bag receptacles. 
b.Considering financial goal of another two doggy bag receptacles. 
c.Nancy mentioned at the next meeting we should find someone to change the bag periodically because Aaron and Jason were doing it and they have moved.

October 11 Meeting Minutes

Median Weeds and Pesticides
Jenny brought up concerns regarding the median’s weeds and using pesticides.
Alicia and Aaron said they used pesticides in the past and it helped and Micah suggested to do it in the winter because there would be less foot traffic. It can cost up to $750 but Micah said he knows someone that has done it for less.
Action Point: Micah will call around (Kiss My Grass is too expensive, will try Don’s Lawns).
Concerns were mentioned regarding how to advertize that there are pesticides on the grass-possibly use signs on the median and/or in the neighborhood newsletter.
Micah brought up the concern about using fertilizer in the summer as it will burn up the grass and be a hindrance to dogs. He suggested instead to do it in January or February because of less foot traffic.
Alicia mentioned we could put it on the website. In total the costs look like they will be around $400-500.
Deanne reminded the group that if we are not doing this until winter we have time to shop around for a deal.

Median Trees
There are five trees at the west end of the 2500 block that Doris Carder was concerned about.
Jenny suggested that we straighten and/or fertilize them. Micah mentioned we might think about digging them up and planting them straight.
    Action Point: Jenny said she would talk to Don regarding the trees.
All agreed we cannot cut them down and that crepe myrtle trees generally grow in groups.

Neighborhood Grant
Deanne reminded all she submitted a grant (Create Great Neighborhoods)- we can use this for a number of purposes if we receive it.
    Timeline: Should hear back in a month.

Neighbor’s Night Out (NNO)
Those present appreciated John for his event planning with NNO.
Jenny asked about the money vis-a-vis NNO and John gave an update:
    Financials: 15-20 people paid dues, an anonymous donation of $400 was given (not
earmarked for anything). Justin asked where we are financially:
    Checking Account: $1,378.69
    Savings Account: $1,882.56
Micah suggested a spring membership due drive as we gained financially during this NNO and it only cost us $179.

Neighborhood Goals
John suggested that we make goals for the year as a board (e.g. an amount to raise for Median Maintenance or NNO etc.)
Deanne suggested internal sign toppers as a goal.
Jenny asked about doing a plant sale.

Halloween
Justin asked what, if anything, we would like to do for Halloween.
Suggestion: John suggested a “Trunk or Treat” on 19th St. i.e. a median Halloween.
Justin said they could bring a projector and possibly play Hocus Pocus.
OKC official Trick or Treat will be held on a Monday, all present seemed to agree that it would be a good idea to invite neighbors to bring candy to the 19th St. median and we can pass it out together, set up a few tables, etc.
    Action Point: John will publish a Nextdoor thread advertising it. The Crestwood Neighborhood Association will bring tables and invite people to bring candy and decorations. Jenny mentioned she can bring portable speakers or that someone should.

Neighborhood Association Goals
John brought up the idea of goals such as the median, NNO, interior sign toppers (Deanne), Benches from Oklahoma Correctional Industries (OCI), and Gazebos (Jason & Aaron). Also mentioned were doggy bag holders & trash can maintenance.
    Action Point: Justin will contact the city re: dog waste receptacles and see how much they are. Jenny suggested getting metal ones like Cleveland and that we can check on Amazon for prices. Carter mentioned fundraising for them. Deanne mentioned buying one from OKC and finding the make and model and buying it at cost.

Ask the City to Spray?
Deanne asked if we should ask the city if we are allowed to spray but all agreed we were in our rights to spray the median.

Monetizing the Newsletter
John announced that he would like to look into monetizing the newsletter by selling ad space to lawn companies, contractors, etc. Justin said that during the winter we should think about making the newsletter digital so that people do not need to go out in the elements.  

Voting on Flowers
A vote was taken that pansies would be planted and if the cost of tulip bulbs were reasonable they would be planted before the pansies so that they would come up in the spring in the median.
    Action Point: Jenny will shop around (Micah mentioned Lowe’s 10% price matching)

Opening: Justin began the meeting promptly at 6:30 PM. In the Secretary’s absence, Nancy took the meeting minutes.
 
New Business:

  • Term limits – this issue was brought up at the August meeting. Justin suggested 3 year or 5 year limits for officers. Francoise stated that she thought a 5 year term was more like a dictatorship. A motion was made to vote on a 3 year term limit for board officers by show of hands and a majority of those present approved the motion.
  • Median Director – this issue was also brought up at the August meeting. Justin stated that any changes to the median, other than the concrete enclosed areas of landscaping, had to be approved by the City of Oklahoma City, Parks and Recreation Department. After a short discussion where most voiced the opinion that it was not a needed new position, a vote was taken by show of hands and the majority voted it down.
  • Election of Board Members: Justin advised that he would hand out ballots and all members could vote on between 5 and 15 board members per Bylaws. He asked if anyone else wanted to be added to the ballot and Jenney Downey asked and was added to the ballots. He also explained that you must be on the Board to run for office and to remain a Board Member in good standing, one must have attended one of the previous three board meetings. Nancy advised that you must be an association member with dues paid within the past 12 months to vote. All ballots were handed out to present members, votes were recorded by Dana Orwig while the meeting continued.
  • Sign Toppers: Justin advised that the street signs were ordered and should be delivered in the next week. He will then deliver to the city for installation.
  • CNA website – was provided www.crestwoodokc.com.
  • NNO (Neighborhood Night Out) - John provided an update stating that he had a Newsletter/flyer that would be handed out on Sunday at 3:30 PM. He asked for any volunteers to meet at that time on the median. He also stated that we had to obtain 100% approval from all neighbors that lived within the 19th street area where street access would be blocked off to thru traffic. He also explained that individuals who live within the blocked off (6:00-9:30PM) streets would have access around the barriers to get to their homes during the block party. Aaron indicated that we could utilize the online county accessor’s office to determine which homes were rentals.
  • Emails to membership - Carter proposed a motion to control the flow of excessive emails going to the full membership by sending to board officers first for review. After a brief discussion among members a vote was taken to require that all emails to full membership or emails to members other than board members be sent to officers so that they can review and then send on to full membership or board members via MailChimp or in an email format where recipients are included in the bcc (blind carbon copy) line. A show of hands reflected a majority passing/approving the motion.
  • CNA “Meeting Tonight” Signs - Francoise asked what had happened to the signs that were previously placed at each end of the 19th street median prior to meetings. Nancy explained that the CNA signs that included meeting tonight and Home Tour, had all at one time been kept in her garage as well as other member’s garages and had ended up in Don’s garage as he had graciously maintained all of CNA belongings for many years that included folding tables. A couple of years ago Don had a need to free up space in his garage and asked if any board members would agree to house all of these items. Aaron moved the tables to his garage and the signs that were quite old and rusted were discarded. Several expressed a desire to get new signs. Donna indicated she would contact the new business owner on May Avenue who does metal works to see if they may be interested in making some signs for us and possibly allowing them to advertise on the sign to cover the costs for same.
  • Landscaping Plan - Jenney asked if anyone would oppose her preparing a landscaping plan for the median. A brief discussion ensued where Justin advised that even though changes to the median must be approved by the city, CNA controls the median flower beds within the concrete areas. He also stated that even spraying the median grass for weeds is prohibited and could potentially negatively affect dogs that walk on treated areas. The median is for everyone and changes and plantings in flower beds should be presented to the membership. It was agreed that Jenney would work on a landscaping plan and present at a later meeting.

  • Election of Officers - Justin advised that he had been contacted by several individuals that were interested in officer positions and asked if anyone else wanted to be nominated. Justin indicated that he would like to serve a full term as President. A show of hand vote was taken with a majority of the membership voted him in for a new term. He next stated that Micah wanted to serve as Vice President for another term and with a show of hands a majority of the membership voted him in for a new term. He next stated that John wanted to assume the Treasurer position and with a show of hands a majority of the membership voted him into this post. He next stated that Russell had expressed an interest in becoming Secretary and with a show of hands a majority of the membership voted him into this post. Justin presented the new officers to the membership:

Official minutes will follow, but this email shall serve as notice that the CNA will be holding elections at the September meeting. If you are interested in being on the board or being an officer, please email the CNA president by replying to this email or by emailing justin.cliburn@gmail.com. 

The following positions are open for elections:

President;
Vice-President;
Treasurer; 
Secretary;
Board of Directors (the bylaws call for 5-15 board members). 


The vote will be by ballot rather than show of hands, so be sure to put your name in the hat ahead of time so we can print the ballots. There will be an opportunity to write in candidates if they appear on election day. There will also be some bylaw amendment votes that will be sent to the membership before the meeting.

Special Meeting to Discuss Neighbors Night Out, Bylaws

This shall serve as notice that a special meeting will be held at 6:30 p.m. on Tuesday, August 30, 2016 at the 19th Street median flagpole. The topic of the special meeting shall be our Neighbors Night Out event in October as well as an amendment to our bylaws tying annual elections to Neighbors Night Out.

Why a Special Meeting?

A recent survey sent to the Crestwood Neighborhood Association mailing list found that 88% of respondents supported expending CNA funds to get a permit to close a section of 19th Street during the three-hour Neighbors Night Out event on October 4, 2016.

However, the scope of the permits respondents preferred varied greatly, as evidenced by the comments below (there are two pages of comments; click on the '2' to navigate to the second page):
Depending on which permits we seek, those costs (which may be offset thanks to sponsorships CNA member John Encomienda is seeking) may exceed $300, and the CNA bylaws require any expenditure over $300 to be voted on by the membership at a regular meeting or special meeting:

The permit application requires submission at least 30 days before the proposed closure. Here's the problem though: our next general meeting is Tuesday, September 13th — less than 30 days before Neighbors Night Out. So, out of an abundance of caution, the funds will be voted on at a special meeting, which may be called at any time by the CNA President:

So, I, acting CNA President, am calling a special meeting to sort this out in time to follow through on permits if the Association approves them. Also on the agenda is a proposed amendment to the bylaws:

Proposed Bylaws Amendment

The current version of the bylaws was ratified in 2012. At that time, Neighbors Night Out was held in September, and some members from that era believe the intent of Article III, Section 2: Annual Meeting​ was for the annual elections to coincide with Neighbors Night Out. However, the current bylaws state that the annual meeting (to elect officers) "shall be held in September":

On motion of a board member, the special meeting shall also be used to vote on amending that language, which is authorized by the bylaws so long as the notice includes discussion of the proposed changes:

So the special meeting agenda will also include a vote on amending Article III, Section 2. The proposed change reads: 
Section 2: Annual Meeting.
 The annual meeting shall be held at the annual Neighbors Night Out event or, if the CNA does not participate in Neighbors Night Out, the meeting shall occur during the month that Neighbors Night Out is scheduled to occur. Officers shall be elected at the annual meeting.
If the motion passes, officer elections will be held at the beginning of our Neighbors Night Out event in October. If it is not passed, elections will be held at the next regular meeting on Tuesday, September 13th.
